Richard S. Schkolnick, a partner at Brown, Moskowitz & Kallen, P.C., represents his clients in the areas of land use, zoning, commercial real estate and related litigation throughout New Jersey. He has 30 years of experience as an attorney.

Mr. Schkolnick received a Bachelor of Arts degree from Haverford College in 1985. He then went on to attend the University of Pennsylvania’s Fels Institute of Government, graduating in 1987 with a Masters of Governmental Administration. Mr. Schkolnick then pursued his legal studies at the University of California at Los Angeles’ School of Law, where he graduated with his JD in  1989. He is licensed to practice in New Jersey and New York.

Mr. Schkolnick has helped clients resolve their complex zoning and land use matters. He has helped national wireless carriers obtain entitlements in more than 150 municipalities.  Mr. Schkolnick also routinely litigates complex zoning and real estate matters.  He represented the Township of West Orange in New Jersey’s seminal condemnation case, Township of West Orange v. 769 Associates, LLC, before the Supreme Court of New Jersey and won a unanimous decision on his client’s behalf. He previously served as co-general counsel to the New Jersey State Democratic Committee from 2002 to 2004 and as counsel for New Jersey’s Electoral College in both 2004 and 2008.

Mr. Schkolnick has delivered dozens of presentations at conferences and seminars on a variety of zoning related topics.  He is a past chairman of the board of directors of the State Bar Association’s Land Use Law section and created, moderates  and speaks at the Land Use Law Section’s “Advanced Topics in Zoning” webinar series.
